Private label and custom formula are often discussed as if they were two fixed packages. In practice, body lotion development can begin from an existing reference, an adjusted base or a new formula brief, and suppliers may use the terms differently. The buyer should define the change required before choosing the route.
The right route is the one that fits the intended product, market, pack, evidence needs and approval capacity. An existing direction is not automatically suitable without review, and a new formula is not automatically more distinctive, faster or commercially better. Compare the actual work and responsibilities behind each option.
Start with the difference the product must deliver
Write the non-negotiable product decisions first. These may include texture, fragrance role, ingredient direction, exclusions, finish, pack, intended user or a specific range position. Separate changes that affect the product itself from changes that affect only branding, decoration or artwork.
If the brand can accept an existing formula direction with its established sensory profile, that is one route. If selected attributes must change, it may be an adjusted-base project. If the brief requires a different product architecture or a new combination of constraints, a custom discussion may be appropriate. The factory should explain its own route definitions in the quotation.
Review an existing or reference formula route
Ask for the formula direction, intended product type and available sample basis. Confirm which elements can be selected, such as fragrance, colour or packaging, and which changes would move the project out of the reference route. The buyer still needs to review the sample against its intended use and pack.
Available information for an existing direction may help the project discussion, but it should be matched to the final formula revision and destination market. Do not assume that a previous label, test or product listing belongs to the version the brand will market.
Understand an adjusted-base route
An adjusted base can preserve part of a known direction while changing selected characteristics. Define the requested change precisely: lighter spread, different fragrance, colour change, ingredient exclusion, pack interaction or another observable requirement. Ask which changes are technically linked so the team does not treat one request as isolated when it affects the preservation system, viscosity or appearance.
Use coded samples and identify each revision. A small-sounding request can require new review, while a visible change may be achieved without redesigning the whole formula. The supplier should describe the development and evidence implications rather than promising a route based only on the number of requested edits.
Define a new formula discussion
A new formula brief should contain the intended user, use occasion, destination market, sensory sequence, pack, ingredient and claim boundaries and benchmark characteristics. It should also identify what the buyer will approve and what technical questions remain with the factory team.
Agree how decisions are recorded across sample rounds. If the fragrance, component or proposed public wording changes during development, identify the formula, compatibility, evidence and artwork work that must be revisited. A custom route needs disciplined change control because there are more connected decisions to manage.
Compare sample work instead of counting rounds
The number of samples alone does not describe project complexity. Ask what each round is intended to decide and which inputs must be fixed before it begins. One round may compare fragrance directions; another may assess texture after a formula change; a component sample may test dispensing rather than formula preference.
Choose one consolidated feedback owner. Record appearance, pickup, spread, absorption, after-feel, fragrance and dispensing separately. Approval should identify the coded sample and any open pack or market conditions.
Connect packaging to every route
An existing formula can still be unsuitable for a selected pump, tube or jar without appropriate review. A custom formula can also be constrained by the pack the brand has already purchased. Provide fill size, component and dispensing direction early enough for the formula and pack to be discussed together.
Ask which component is used during sampling and what changes when moving to the final pack. If the final pack arrives later, keep the formula approval conditional on the remaining component review rather than treating a lab container as the full product experience.
Match evidence to the final marketed product
FDA information makes clear that cosmetic manufacturers and distributors remain responsible for marketed product safety, and that appropriate testing depends on the product and available safety information. Market duties differ by destination. The chosen development route does not remove the need to connect safety support, labelling and product records to the final item.
Ask which existing information applies, which work follows a changed formula or component and which responsibility belongs to the brand or market-side party. Avoid describing either route as pre-approved or universally compliant.

Ask for each proposed route to identify the formula basis, permitted changes, sample plan, provisional pack, evidence questions and commercial exclusions. A useful comparison may show that one SKU fits an existing direction while another needs more development. The whole range does not have to use one route.
